Neil E. Boyle, Founder and Chief Executive Officer of InfraGov LLC, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in Economics and Governance.
Dr. Boyle is a 50-year veteran of investment banking whose firm was endorsed by Nobel Laureate for Economics Oliver E. Williamson in 2009, describing Mr. Boyle’s “Transaction Cost Economics” and “Comparative Contracting” as “promising, ambitious, and worthy.” On the heels of his success, Dr. Boyle is writing a book titled “Governance in the 21st Century” to spread his concepts to universities and graduate level studies before publishing it as a general trade book. Having reached an insight that many problems are interdisciplinary, whether economic, financial, biological, or environmental, Dr. Boyle has made it a point to receive an education in engineering, finance, international business, and organization theory. He is a recipient of the Albert Nelson Marquis Lifetime Achievement Award.
Though Dr. Boyle was fascinated with the institutional rather than financial aspect of banking, it took him eight years to finish college, owing to a sickly childhood. He almost died at the age of 18, but ultimately earned a BSc in engineering from the University of Hawaii in 1960, followed by a BSc in civil, mechanical, and electrical engineering from California State University in 1962. After a few early awards, he was one of six to be asked by the World Bank to go to Brazil as a technology assistant in 1964, aiding in economic development. Dr. Boyle was given the moniker of trustee and learned the Portuguese language very quickly. He worked with the World Bank for many years, and along the way earned a MBA in finance and international business, with distinction, from the University of California, Berkeley, and a PhD in organization theory from George Washington University.
Dr. Boyle has worked with such globally influential groups as the United States Agency for International Development (USAID) and various global government departments, earning a secret clearance from the U.S. Department of State and multiple certifications in, as he would say, interdisciplinary skills. He notably created a national procurement authority in Pakistan, the first of its kind with the World Bank as an active participant. Dr. Boyle is currently a member of the science and cybernetics section at the International Institute of Informatics and Systemics, as well as the 1818 Society of the World Bank Alumni Association and the USAID Alumni Association. He is also looking forward to mastering yoga in coming years.
