James Lucas, Retired Federal Official, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in intelligence and national defense education.
Prior to retiring in the early 2000s, Dr. Lucas served as a Distinguished Professor of the National Defense University. This position was the culmination of a long career of esteemed positions with the Central Intelligence Agency (CIA), the US Air Force, National Intelligence University, the Defense Intelligence Agency and a number of other positions with important organizations. Known for his service to the United States, Dr. Lucas first served with the US Air Force as a Second Lieutenant. In his military career, he rose the ranks to serve as a First Lieutenant, Captain, Major, Lieutenant Colonel, Colonel and Brigadier General. He also served as an Assistant Chief in the Career Development Division at the Goodfellow Air Force Base and as Chief of the Administration Division for the 6910 Security Wing in Darmstadt, West Germany.
With a career in military, academia, intelligence and defense, his education has also been of paramount importance. Dr. Lucas first earned a Bachelor of Science in social science from Ball State University in 1963 and continued at the institution to receive a Master of Arts in political science in 1964. He continued with various coursework at the National Intelligence University, the Dwight D. Eisenhower School for National Security and Resources Strategy, the Air University and at Harvard University. He received an ArtsD in public administration from George Mason University in 1995. Utilizing his career knowledge alongside his academic training, Dr. Lucas has also been tasked to speak for the pro bono lectures at the National War College. He is also the founder of the Sherman Kent Center for Strategic Intelligence Studies.
Dr. Lucas has also received numerous accolades for his work. He is the recipient of the Decorated Legion of Merit, a Bronze Star Medal, a Meritorious Service Medal from the Defenses Intelligence Agency, a Gallantry Cross with Palm from the Republic of Vietnam, a Defense Meritorious Service Medal, a Joint Service Commendation Medal, and Air Force Commendation Medal, an Air Force Outstanding unit Award, an Air Force Organizational Award, a National Defense Service Medal and a Vietnam Service Medal with Three Service Stars. Dr. Lucas has also received the Air Force Longevity Service Award Ribbon, the Armed Forces Reserve Medal: Small Arms Expert Marksmanship Ribbon Air Force Training Ribbon, the Campaign Medal with Four Devices from the Republic of Vietnam and an Exceptional Civilian Service Medal from the US Air Force. He has maintained affiliation with the APSCA, the Air Force Association, the National Military Intelligence Association, the Association of Former Intelligence Officers, the Reserve Officers Association of the United States, Pi Sigma Alpha, Phi Gamma Mu Honor Society, Sigma Chi Fraternity and the Masons.
