Donald E. Gessaman, Budgetary Analyst at The EOP Foundation, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in government affairs.
Amassing nearly 50 years of professional experience in budgeting and government, Mr. Gessaman most recently served as a consultant at The EOP Foundation in Washington, DC, for 20 years prior to his retirement in 2015. Prior to this engagement, he held a number of active roles with a variety of government agencies, including as a deputy associate director and deputy division chief in the Office of Management and Budget and the Executive Office of the President, as well as an executive trainee with the Office of the Secretary of Defense.
Mr. Gessaman is most renowned for his participation in the implementation of U.S. Department of Defense policy issues and compliance, including defense, intelligence and various international activities. Alongside his staff, Mr. Gessaman won the confidence of the Office of Management and Budget and Department of Defense leaders, and he subsequently played a substantial role in developing post-Cold War budgets for the U.S. Department of Defense. In light of his profound expertise in his fields of interest, he authored the book “Understanding the Budget Policies and Processes of the United States Government” in 1999.
To prepare for his illustrious career, Mr. Gessaman pursued a formal education at the University of Cincinnati, earning a Bachelor of Science in industrial management in 1964. He subsequently obtained a Master of Science in industrial engineering from Stanford University in 1972. In addition, he completed a program for senior executives in national and international security with the John F. Kennedy School of Government at Harvard University.
In recognition of his exceptional contributions to government, Mr. Gessaman has accrued several accolades throughout his impressive career. The recipient of the Distinguished Public Award from the U.S. Department of Defense in 1995, he also won the Distinguished Executive Award in 1991 and the Meritorious Executive Award in 1986. In addition, he was presented with the Professional Achievement Award by the Office of Management and Budget. He has been highlighted in several editions of Who’s Who in America, Who’s Who in American Politics and Who’s Who in the World.
