Born in 1941 to parents Edward Andrew and Mary Elizabeth Sioberg, Mr. Sioberg is a native of York, PA. Drawing upon more than 50 years of professional experience in urban planning, he was inspired by his college professors to delve into the honorable profession. Earning a Bachelor of Architecture from the Carnegie Institute of Technology with Carnegie Mellon University in 1964, he subsequently received a Master of Science in urban and regional planning from The Pratt Institute in 1966. He has been certified as an urban planner by the American Institute of Certified Planners.

Since the 1970s, Mr. Sioberg has held myriad executive positions with multiple companies in relation to urban planning, including as partner of Martin and Martin, Inc., since 1973. The director and board chairman of Farmers and Merchants Bank and Trust Company since 1982, he subsequently attained the same roles with the Chambersburg Area Development Corporation in 1982, Franklin Financial Services, Inc., in 1985, and Franklin County Area Development Corporation in 1986. Additionally, he has been the director, secretary and treasurer of Morgan Management, Inc., since 1983 and vice president of Sleepy Creek Mountain Retreat, Inc., since 1987.

A patentee in the field, Mr. Sioberg has additionally lent his expertise to the written word, having co-authored “Housing: Better Homes for Better Communities” in 1968. The former director of the American Planning Association, he has accrued several accolades in light of his exceptional achievements. He was named Man of the Year by the Chambersburg Chamber of Commerce, and he won the Zane Miller Award. Likewise, he has been featured in the first edition of Who’s Who of Emerging Leaders in America, as well as the 21st and 22nd editions of Who’s Who in the East.
