Utilizing nearly four decades of industry experience, Mr. Harkness is a renowned figure in the realm of journalism, having come from a lineage of prominent journalists. Early in Mr. Harkness’ life, his father was a writing journalist who briefly worked with Walter Cronkite at the United Press, and upon moving to Washington, DC, served NBC News on the 11 o’clock news. Inspired by his father’s work ethic and dedication to the field, Mr. Harkness pursued a similar career in journalism. Studying at the University of North Carolina for four years, he subsequently earned a Bachelor of Journalism from American University in 1966.
Commencing his career as a managing editor for the Congressional Quarterly in Washington, DC, in 1980, Mr. Harkness remained with the publication until 1987 as an executive editor. Since 1988, he has been an editor and publisher for Governing Magazine in Washington, DC, a national monthly magazine dedicated to state and local government in the United States. Focusing its discussions on policy, politics and the management of government enterprises, the magazine has a circulation of approximately 85,000.
Mr. Harkness is a fellow of the National Academy of Public Administration and has been serving on the national advisory board of KB Homes since 2015. On the board of directors of Partners for Livable Communities since 1993, he previously served on the board of directors of the National Bicycle Federation in 2000. An enthusiast of news and politics, he wrote “China and U.S. Far East Policy, 1945-1966” in 1967. Two years later, he served in the U.S. Army for six years until his honorable discharge in 1975.
As a testament to his success, Mr. Harkness has accrued several accolades. Most recently, he received the Donald Stone Practitioner Award from the American Society of Public Administration in 2018, having formerly won the Raymond Clapper Award for Investigative Reporting from the White House Correspondence Association in 1974. However, when asked of his career highlights, he cites founding Governing Magazine as a crowning achievement.
Married to Patricia French since 1971, Mr. Harkness is the proud father of two children, Wyeth Long and Rollin Charles. Enjoying biking, skiing and sailing in his spare time, he was selected for inclusion in several editions of Who’s Who in America and Who’s Who in the East.
