Thomas S. Deans has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in law, public policy and education.

Regarded by his peers as someone who did great work, was timely and understanding, Mr. Deans celebrates a career that has spanned more than four decades.  His longevity in his field has led to an expertise in all areas of school law, election law, municipal and school finance and legislation. Today, he sits on the board of directors for Knutson Flynn & Deans P.A. in Mendota Heights, MN, where he is also the firm’s president. Throughout his career, Mr. Deans has worked on hundreds of school district bond issues and elections. Also he represented the Minnesota School Boards Association at the state legislature for 33 years. In this work, he is proud to have drafted and lobbied for new state laws and rules in Minnesota to positively benefit education on behalf of its students.

Mr. Deans entered his field because of his strong interest in public policy.  At the start of his career, he served as Senate counsel for the Minnesota State Senate and represented the Senate Education Committee, where he was involved with policymaking for five years. He also represented the Senate Education Finance Division, which is where he found he could make the most impact for his state. When asked of his accomplishments, Mr. Deans credits his success to the dynamic experiences that he has had in his career, as well as the foundation that his education has provided him. He earned a Bachelor of Arts from Northwestern University in 1968 and a JD, cum laude, from the University of Minnesota in 1973. Thereafter, he became admitted to the State Bar of Minnesota and the U.S. District Court. His early roles in law set the precedence for his reputation as he came to prominence as an attorney for Peterson, Popovich, Knutson & Flynn. He remained with the firm through several name changes, notably making partner in 1986 and rising to his current role in 2012.

Considered an expert in his field, Mr. Deans demonstrates his leadership through his involvement with the American Bar Association, the Minnesota State Bar Association, the Dakota County Bar Association, the National Association of Bond Lawyers, the National School Boards Association Council of School Attorneys, and the Minnesota School Boards Association Council of School Attorneys (Vice President 1992-1994; President 1994-1996). In recognition of his work, he was the recipient of the Associate Leaders Award from the Minnesota Association of School Business Officials. He also earned the title of Super Lawyer, commencing in 2003.

As he looks toward the future, Mr. Deans intends to continue in his work with Knutson Flynn & Deans P.A. while remaining open to new opportunities to share his expertise and insight with his industry.
