Mr. Downey did not initially intend to work in transportation, but after obtaining a BA in political science from Yale University in 1958, he received a job with the Port Authority of New York and became intrigued by the work. He continued on this career path while earning an MPA from New York University in 1966 and held various roles until 1973 when he assumed employment as the supervisor of rail public services for the Port Authority of New York and New Jersey. Mr. Downey then worked for the United States Department of Transportation before taking his talents to the Metropolitan Transportation Authority (MTA) in New York City, where he held myriad executive roles such as chief financial officer and deputy executive director from 1981 until 1993. Following this time, he again worked for the United States Department of Transportation before establishing his own consulting firm, Mort Downey Consulting LLC, in 2005. Furthermore, Mr. Downey completed a graduate advanced management program at Harvard University in 1988, which afforded him greater expertise in the fields of transportation management and consulting.
Among the many accomplishments of his career, Mr. Downey is especially proud of when he helped create the first substantial capital program to rebuild the system while working as the chief financial officer of the New York MTA in 1982. The program was legislated and received many investments over the years. Mr. Downey contributed to instituted management programs for the department by creating strategic plans, performance plans, and performance goals. Due to his efforts, he was acknowledged as being the best transportation executive in government. As a testament to his success, Mr. Downey has been lauded with the New York University Wagner School Alumni Torch Award and named one of The Federal 100 Information Technology Executives.
As a testament to his success, Mr. Downey has been included in the 34th edition of Who’s Who In Finance and Business as well as multiple editions of Who’s Who In Finance and Industry, Who’s Who in America, Who’s Who in American Politics, Who’s Who in the East, Who’s Who in the South and Southwest, and Who’s Who in the World.
