Bill Smith, Ordained Catholic Deacon and Chief of Staff of the Jesuit Restorative Justice Initiative, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in ministerial service and public administration.

As a young man, Dr. Smith served in the United States Marine Corps for 20 years, from 1962 to 1982, rising to the rank of lieutenant colonel before his honorable discharge. Prior to his military service, he earned a Bachelor of Arts from Iona College, and during his service, he earned a Master of Science from the United States Navy Postgraduate School in 1971. Upon his discharge, Dr. Smith earned a Master of Public Administration from Golden Gate University in 1982 and started as an administrative analyst for the City of Monterey. From 1984 to 1986, he served as city administrator for the City of Sonora, and from 1986 to 1990 he worked as the assistant city manager for the City of Monterey. In 1990, he became the city manager of the City of Manhattan Beach, and in 1994, he transitioned to a role as city manager of the City of Westminster. From 1997 to 2005, he worked as the general manager of the Ventura Regional Sanitation District, but felt compelled to answer a religious calling, and became the regional assistant to the Catholic bishop of the Santa Barbara Pastoral Region.

Dr. Smith is an ordained Catholic deacon, and in 2008, he earned a Master of Arts in theology, summa cum laude, from Catholic Distance University. Since 2013, he has worked as the chief of staff for the Jesuit Restorative Justice Initiative, and in 2015, he earned a Doctor of Ministry from the Aquinas Institute of Theology. Dr. Smith was the first recipient of the St. Stephen’s Award for Deacon’s Service in 2017 and was awarded a Silver Star, Bronze Star, Joint Service Commendation Medal, and Purple Heart for his military service. He has contributed multiple articles to professional journals, and works to proclaim the gospel to the troops. As a testament to his stature and service as a religious official and public administrator, Dr. Smith has been included in the 26th edition of Who’s Who in the West, as well as multiple editions of Who’s Who in the World and Who’s Who in America.
