Mark A. Zaltman, PhD, Supervisory Employee Labor Relations Specialist at Department of Housing and Urban Development, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in labor and employee relations.

Dr. Zaltman believes becoming involved in his profession happened organically. He became interested in unionism while in college. He represented both union and management. He just fell into it. Dr. Zaltman earned a Bachelor of Arts magna cum laude from the University of Massachusetts in 1970. From there, he went to Binghamton University, where he received a Master of Arts in 1974 and a Doctor of Philosophy in 1995.

The highlight of Dr. Zaltman’s career was negotiating a national master agreement with the American federation of government employees, which was completed in 2016. When he represented the union, management respected him and when he represented management, he had the respect of the union. Dr. Zaltman started out working as a claims examiner for the Social Security Administration in 1974 and remained in that position until 1990. He then moved on to work for the Department of Housing and Urban Development in 1990 and continues with the department to this day. While at the Department of Housing and Urban Development, Dr. Zaltman has held the positions of labor relations specialist, region v human resources coordinator, branch chief of the labor/employee relations division and supervisory employee labor relations specialist.  As a testament to his success, Dr. Zaltman received an Achievement Award from the American Federation of Government Employees Local 135 in 1976 and was inducted as a member of Phi Beta Kappa and Phi Eta Sigma. He is also listed in numerous editions of Who’s Who in the World and Who’s Who in America.
