Lyle J. Supported by more than 35 years of practiced experience in such fields as forensic counseling, academia, behavioral analysis, intelligence analysis, risk assessment, and government, Dr. Rapacki currently serves as an intelligence, behavioral analysis, and threat assessment specialist with Sentinel Intelligence Services, LLC, a position he has held since 2005. Alongside this role, he has served in the same capacity with his own private practice since 2018 and has been a forensic consultant for threat assessment and business continuity since 2000. In his prestigious roles, he has dedicated his time to assisting law enforcement both regionally and nationally, as well as receiving, analyzing and disseminating critical intelligence and policy information for the United States Government.
Dr. Rapacki is an expert in crowd analysis and crowd-based threat detection, particularly in coordination with national ministries and executive appearing at high-profile venues. In addition, he has provided written threat assessment for President Donald Trump and other administrative officials, chaired a statewide coalition of elected community leaders across Arizona and addressed potential threats and/or adverse political classes. Notably, he successfully halted the inappropriate sale of the Navajo Generation Station in Page, Arizona, and subsequently developed a multidimensional response with Indian Nations, federal and state elected officials. Furthermore, he introduced legislation addressing the continuity of government, threats in health care facilities, juvenile female mutilation, federal confiscation of state lands pursuant to the 10th Amendment, and multiple Southern border responses to criminal activity.
To prepare for his career, Dr. Rapacki pursued formal education at Northern Arizona University, where he earned a Bachelor of Science in political science in 1975 and Master of Education in counseling in 1985. Subsequently, he obtained a Doctor of Philosophy in natural medicine at the Clayton College of Natural Medicine in 1988 and has received a post-doctorate diploma in forensic counseling and behavioral psychotherapy.
Commencing his career in private practice at Crossroads Counseling Center in Phoenix, Arizona, in 1985, Dr. Rapacki subsequently served in several academic roles in the criminal justice department of Wayland Baptist University’s Phoenix campus between 2000 and 2005. Likewise, he was director for public safety administration, homeland security, and crisis management at Grand Canyon University in 2008. Receiving training as a first responder, crisis team coordinator, and trauma debriefing, he has also attended training courses in counter-terrorism and completed primary and advanced training in information gathering and detection of deception at the Laboratory for Scientific Interrogation.
Dr. Rapacki is also a prolific writer, having authored regular commentaries to various publications and published blogs. Recently, he authored the booklet “Our Forefathers Truly Appealed to Heaven” in 2019, which is available on Amazon.com. He maintains membership with ASIS International, serving as membership chair for Arizona from 2005 to 2009. Likewise, he is an associate member of the International Foundation for Protective Officers and the Association for Intelligence Officers, where he served as vice president of the Arizona chapter.
The recipient of a Letter of Appreciation from the Association of Threat Assessment Professionals in 2018, Dr. Rapacki attributes his success to his faith in the Lord. He currently resides in Skull Valley, Arizona, and is the proud father of one child.
