As Mr. Kinney developed his passion for working with people, he was certain that in any career path he took on he wanted to lift others up. Notably, Mr. Kinney has served as mayor and council member to the City of San Pablo since 2016 and 2012, respectively. He has served the San Pablo community in multiple capacities for nearly 20 years, including substitute teacher in the local school district since 2011 and basketball and tennis coach at Richmond High from 2005 to 2012, as well as a chaplain for the San Pablo Police Department, Richmond Police Department and County Sheriff’s Department. Mr. Kinney was also a senior pastor at Calvary Assembly of God and Revival Generation Ministries from 1999 to 2013. To add to his professional responsibilities, Mr. Kinney has been the founder and CEO of Apostle City Ministries since 2018 and managing member of PARACLETOS, LLC since 2019.

Mr. Kinney received an Associate of Arts in vocal performance from Monterey Peninsula College in 1978, a Bachelor of Arts from the California State University, East Bay in 1983 and is currently pursuing public school teaching credentials from the University of California, Berkeley Extension. He holds a Certificate of Ordination from two organizations and also obtained a Certificate of Completion with Honors in Pastoral Ministry from the Urban Bible Training Center in 1998. A member of the San Pablo Eagles and president-elect of the San Pablo Rotary, Mr. Kinney sits on the board for the San Pablo Economic Development Corporation, Contra Costa Homelessness Policy Committee and San Pablo Neighborhood Watch. Throughout the course of his illustrious career, Mr. Kinney has received various certificates and awards of support from Life Long Medical Services, Chief Special Agents Association, Richmond Police Department, Richmond High School, Contra Costa Unified School District and Contra Costa Environmental Science Summer Camp. He attributes his distinguished success to God and His guidance.
