David J. Garms, Manager and Foreign Service Officer, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership.
Backed by a Bachelor of Arts in sociology, Dr. Garms earned an MPA from the University of the Philippines in Manila in 1978. Later, he furthered his education once more by acquiring a PhD from La Salle University. In 1967, he began his career as a rehabilitation officer with the United States Agency for International Development in Saigon, Vietnam. Dr. Garms proceeded to take on positions of greater responsibility in the following years, including officer-in-charge of India affairs, program officer, and consultant for emergency relief programs. In 1997, after excelling in his field for over three decades, Dr. Garms retired. However, he continues to stay active today as manager/owner of Shenandoah Cedar LLC. Dr. Garms truly enjoys his work, as it enables him to meet unique individuals and use his free time positively.
An active member of his industry, Dr. Garms maintains affiliation with the American Foreign Service Association, and the Sri Lanka American Society, for which he was president from 1990 until 1991. Looking back on his multitude of success, he considers his greatest achievement to be participating in USAID Rome as a representative to the United Nations world food program. As a testament to his success, Dr. Garms is featured in multiple editions of Who’s Who in the East and the 14th edition of Who’s Who in the World.
