Julius D. Spain Sr., Regional Vice President for the Virginia State Conference at the National Association for the Advancement of Colored People, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in government and advocacy.

In 1990, Mr. Spain decided to join the military, as it was an opportunity to serve his country while learning how to become a better person. For 26 years, he excelled with the United States Marine Corps, retiring in 2016 at the highest enlisted rank of E9. As a testament to his successful service, he was awarded one of the military’s highest honors, the Legion of Merit. He was also recognized by the United States Senate in the Congressional Record in 2016. This accomplishment for Mr. Spain was a direct result of his patience, ability to listen and natural ability to work well in a team.

While he dedicated much of his life to military service, Mr. Spain never let his service get in the way of his education. Backed by a Bachelor of Science in political science from the University of Maryland, he completed a fellowship at Georgetown University in 2011 in which he worked with the Government Affairs Institute studying legislative affairs. It was an honor for Mr. Spain to be selected for this fellowship, which made completing his studies one of his greatest achievements.

Today, Mr. Spain demonstrates success as the president of his local branch of the National Association for the Advancement of Colored People. Likewise, he serves as a consultant for contracting government officials. In this role, Mr. Spain works with 13 branches of the Northern Virginia government. He additionally spent 18 months as an investigator after initially retiring from the military. When he is not working, Mr. Spain enjoys traveling, participating in cookouts and spending time with friends.
