An information technology expert with more than 40 years of experience in developing and implementing innovative technical solutions for the U.S. federal government and the private sector, Mr. Franks currently excels as the chief executive officer of Ministry Support Services Inc., a role he commenced in 2019. Ministry Support Services Inc. provides technical support, training and consultations to a diverse community of individuals and small to medium-sized organizations. Having previously served at the U.S. Department of State, Mr. Franks earned distinction as an information technology specialist, an information technology systems manager and the division chief between 1996 and 2020. Notably, in 2020, he was honored with the Secretary’s Career Achievement Award in Recognition of 27 Years of Distinguished Government Service from the U.S. Department of State.
During the earliest stages of his career, Mr. Franks served as a microwave radio technician in the U.S. Army from 1971 to 1974. He went on to work as a publications engineer and trainer at AAI Corporation from 1981 to 1989 and a technical writer at Daedalean Inc. in 1990 and 1991. Following this period, Mr. Franks found success as a senior technical training specialist at RJO Enterprises Inc. and a project manager at JC Computer Services Inc. between 1991 and 1996.
Mr. Franks received an Associate of Arts in electronic technology from the Community College of Baltimore in 1970, a Master of Arts in theology from the Philadelphia Bible Institute and College in 1989 and a Bachelor of Science in technical management from DeVry University in 2008. Additionally, the Philadelphia Bible Institute and College bestowed upon him an honorary doctorate degree in theology, where he has also taught as a professor. Mr. Franks currently holds membership with (ISC)² Inc., a nonprofit organization that specializes in cybersecurity training.
