Cathleen “Cat” McLean, retired payroll administrator at Kent County Levy Court, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in accounting.

Ms. McLean retired in 2020 after more than two decades of service as the Kent County Levy Court’s payroll administrator. She discovered her love of accounting while managing a convenience store, realizing that although she enjoyed the job, she preferred the administrative portions of the job to the physical ones. She earned an Associate of Applied Science in accounting and finance from Delaware Technical Community College in 1997, and began working for Kent County during the following year. While working, Ms. McLean continued her education at Wilmington University, and graduated in 2002 with a Bachelor of Science in accounting and finance.

After becoming a payroll administrator, Ms. McLean’s duties included processing and taking documents, training new hires, and handling communications between the personnel office and staff. As a payroll administrator, she managed accounts payable, accounts receivable and issuing paychecks to all employees. Ms. McLean was deeply dedicated to ensuring that all staff were paid correctly and on time, and remembers always planning her vacations and absences to work around the office’s payroll week so as not to cause delays.

In recognition of her dedication to the staff and the job, Ms. McLean earned the Employee of the Month and the Perfect Attendance Award several times. A member of the American Payroll Association, she considers teaching herself to use two different payroll systems as one of her most impressive professional highlights. Ms. McLean credits her success to working together and treating the staff as a family, and was an active volunteer on the Employee Council.
