Timothy H. Lower, retired United States Department of Defense employee, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in civil service.

Mr. Lower is a retired United States Navy veteran and Department of Defense contract specialist whose work focused on program management and high-value purchase contracts for defense projects. Raised in Ohio in a declining American steel manufacturing center, Mr. Lower enlisted in the military to find new economic opportunities. He was granted secret and top-secret security clearances by the United States Department of Defense in 1978 and continued to work with the United States Navy as a career counselor through the 1990s. In 2000, Mr. Lower became a NAVAIR contract specialist, rising to branch chief and team leader for the United States Army Contracting Command Fort Belvoir OPS in 2004 and a senior contracting officer team lead for the Office of the Secretary of Defense in 2007. He was named Branch Chief of the United States Army Contracting Command’s Pentagon Center of Contracting Excellence in 2010 and remained a senior contracting officer for the United States Army and Defense Threat Reduction Agency until a professional sabbatical in 2018. 

In his contract negotiation roles, Mr. Lower secured multimillion-dollar contracts with major corporations for United States military authorities, leading a large team of negotiators and staff and reducing taxpayer costs. He is decorated with five Navy Achievement Medals, both Golden and Silver Anchor Awards from Surface Forces Atlantic, and numerous Civil Service Achievement Medals in recognition of his service. Mr. Lower holds an Associate of Arts from San Joaquin Delta College, a Bachelor of Arts in business administration from California State University, and a Master of Science in acquisition and contract management from the Florida Institute of Technology. In 2002, he earned a DAWIA Level III certification in government contracting at the Defense Acquisition University, where he remained active in alumni affairs throughout the 2010s. Since 2019, Mr. Lower has been a freelance securities trader with Spart3n Venture Enterprises, and holds home inspection and real estate licenses in the state of Alabama. He looks forward to retiring to spend more time volunteering with the American Red Cross and pursuing stock trading.
