Ruby Christian, contract specialist and lifeguard inspector for the City of Virginia Beach Emergency Medical Services Headquarters, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in government and ministry services.

Ms. Christian has devoted her career to providing services to the City of Virginia Beach as a contract specialist who manages the contracts of teachers and proctors hired by the city. In addition, Ms. Christian is a trainer for the city’s EMS staff training division. Prior to finding success in her current position, she spent more than 40 years as an employee of the printshop at the City of Virginia Beach. As a part of her dedication to ongoing professional development, Ms. Christian has completed coursework at Norfolk State University, Old Dominion University, and Shepherd’s Theological Seminary.

Outside her work for the city government, Ms. Christian has served as a chaplain, a police chaplain, a minister, and musician with the Christian Walk Church, a volunteer manager of community activities and the vice chairman and a council-appointed member of the Panel for the Grievance Procedure Program within the Human Resources Department from 1977 to 1986. Regarded as fair and honorable for the Grievance Procedure Program, she is proud to have been called back by the city council several times from the late 1980s until 2021. Ms. Christian is active in school organizations in the City of Virginia Beach and is a minister to the elderly at the Sentara Nursing Center. For her achievements within the field, she is honored to have been recognized as the Employee of the Year by the Ruston Organization in 1986 and is a recent inductee of the Employee Hall of Fame within the City of Virginia Beach. Looking toward the future, her goal is to continue her ministry work, as she believes the spiritual aspect of what she stands for and believes in is the heart of her vocation.
