Dr. Joseph Pegnato, Principal at MITRE Corporation, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in federal procurement.
With more than three decades of contracting experience in the public and private sectors, Dr. Pegnato is considered an expert in all aspects of federal procurement, possessing a unique combination of in-depth procurement knowledge and leadership skills refined in actual management of an agency’s contracting operations. He employs business acumen accrued through leading negotiations with industry on multi-milliondollar agreements as well as extensive experience employing innovative procurement strategies and a proven ability to resolve intractable procurement problems.
After initially obtaining a Bachelor of Science in electrical engineering from Bucknell University in Lewisburg, Pennsylvania, Dr. Pegnato followed with a Master of Business Administration from the University of Santa Clara in California and a Master of Public Administration from Arizona State University in Phoenix. He continued his education with a Doctor of Public Administration from George Mason University in Virginia.
Dr. Pegnato served his country from 1967 to 1969 as a commissioned officer in the United States Army Security Agency. After completing Army Officer Infantry School in Ft. Benning, Georgia, and Military Intelligence training in Fort Devens, Massachusetts, he was assigned to Ft. Huachuca’s Electronic Proving Ground to test electronic defense systems for Vietnam. He thereupon worked for GTE Sylvania Electronic Defense Labs from 1969 to 1973 as an electrical engineer and manager on classified electronic defense projects. With the Salt River Pima-Maricopa Indian Reservation from 1973 to 1978, he worked on economic development issues and served as a technical advisor managing the Tribe’s grants and contracts. Dr. Pegnato prospered as a federal employee with the Federal Emergency Management Agency and Housing and Urban Development from 1978 to 1987, ascending to Director of Procurement Policy and Evaluation.
For 17 years between 1987 and 2005, Dr. Pegnato excelled as director of acquisition management for the United States Government Accountability Office. In this capacity, he gained hands-on experience designing innovative procurement strategies and managing multi-million-dollar procurements for a broad range of products and services and was honored with several Meritorious Service Awards, as well as the prestigious Distinguished Service Award.
From 2005 to 2015, Dr. Pegnato found much success as a principal with the MITRE Corporation, a nonprofit providing engineering and technical guidance for the federal government. As a consultant, he developed acquisition strategies for the Department of Homeland Security, Department of Veterans Affairs, Government Printing Office, U.S. Institute of Peace (IOP), and United States Census Bureau.
Since 1995, Dr. Pegnato has published in journals such as Public Productivity and Management Review, American Review of Public Administration, Journal of Contract Management and many more. He attributes his success to the hard work and perseverance he learned from his father, an electrical contractor who he assisted in his youth. Dr. Pegnato would like to be thought of as someone who genuinely cared about others, especially his family and friends.
