Pablo I. McConnie-Saad, Program Coordinator at the University of Delaware, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in developing public policy.

After obtaining a Bachelor of Arts from Oberlin College in Ohio in 2010, Dr. McConnie-Saad continued his education with a Master of Public Administration in economic development and planning in 2017 and a Doctor of Philosophy in urban affairs and public policy in 2021 from the University of Delaware in Newark. He found initial success in Buenos Aires, Argentina as a translator and editor for the Council on International Educational Exchange, a nonprofit organization promoting international education and exchange from 2010 to 2012 and as a responsible sourcing network associate in 2013 with As You Sow, an organization based in Oakland, California that employs shareholder power to create lasting change by protecting human rights, reducing toxic waste, and aligning investments with values.

From 2013 to 2014, Dr. McConnie-Saad provided superior service as a research associate with Validant, a full-service life science consulting firm serving developers and manufacturers of pharmaceuticals, biologics, medical devices, and diagnostics worldwide. He then served as Congo14 partnership manager with the Malabar Group, a business travel company based in Kinshasa, the Democratic Republic of the Congo from 2014 to 2015.

As a Legislative Fellow with the Delaware House of Representatives from 2016 to 2017, Dr. McConnie-Saad served as primary staffer for the legislature’s House Revenue and Finance Committee, as well as on the  Economic Development, Banking, Insurance, and Commerce Committee. He assisted committee chairs with the efficient execution of weekly committee meetings, compiling bill materials, taking minutes, and creating reports for released bills. In addition, he conducted non-partisan research and tracked legislation and best practices on current issues facing the state of Delaware and drafted resolutions, talking points, and constituent correspondence for senior legislators.

Since 2015, Dr. McConnie-Saad has prospered as a public administration fellow and since 2019 as a Whittington Graduate fellow with the University of Delaware Biden Institute, a research and policy center working to influence, shape and solve the most pressing domestic policy problems facing America and focused on two guiding principles, economic opportunity and social justice. His memberships include the American Society for Public Administration, Delaware Society for Public Administration and Pennsylvania Society for Public Administration.

Throughout Dr. McConnie-Saad’s career, the highlight that stood out the most was bringing the idea of economic development to the public affairs academic field. He helped develop the Biden Challenge initiated by future United States President Joe Biden in 2018 to propose policies to ensure America a growing and thriving middle class.
