Geoff Brosseau, Executive Director at Bay Area Stormwater Management Agencies Association, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in the elimination of stormwater pollution.
As executive director of Bay Area Stormwater Management Agencies Association (BASMAA) and California Stormwater Quality Association (CASQA) from 1994 to 2021, Mr. Brosseau’s expertise is in controlling and eliminating stormwater pollution caused by pesticides, PCBs and mercury.
The Bay Area Stormwater Management Agencies Association’s work encompasses the full breadth of stormwater-related topics including monitoring, new development, public information and participation, commercial and industrial, illicit discharges, flood control, total maximum daily loads (TMDL) and permitting. The Association has worked closely with Regional Water Board staff to develop implementation details for TMDL pollutants.
Since 2004, Mr. Brosseau has also provided superior service as part-time executive director of the California Stormwater Quality Association (CASQA) – a statewide organization similar to BASMAA. CASQA is composed of stormwater quality management organizations and individuals, including cities, counties, special districts, industries, and consulting firms throughout the state.
Mr. Brosseau obtained a Bachelor of Science in biological sciences from the University of California San Diego in 1977 and the University of California Los Angeles (UCLA) in 1979. He excelled as a marine biologist from 1980 to 1989 and as a water management consultant from 1989 to 1994.
Mr. Brosseau’s many honors in stormwater management include the Stormwater Champion Award given by the Water Environment Federation, a Leadership and Excellence in Pollution Prevention Award from the San Francisco Bay Regional Water Board, Industry Icon from Storm Water Solutions Magazine and the California Stormwater Quality Association (CASQA), Leadership Award, which named the award for Mr. Brosseau in 2021.
Mr. Brosseau pursued his profession in water-related sciences because of his natural affinity with water. He was a competitive swimmer when he was five years old and a professional rafting guide in high school. He spent a lot of time near the water and gravitated toward water sports. As a career highlight, he cites addressing water pollution from copper in vehicle brake pads. The effort was trailblazing: identifying unexpected challenges that required innovative solutions. The effort resulted in the only viable solution, the passage of legislation that effectively reduced copper in brake pads throughout the country.
