James Snow, Deputy Director at City of Austin Public Works, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in management.
Mr. Snow received a Bachelor of Science in systems in 1989 at the United States Military Academy at West Point. He served his country as an artillery officer in a variety of leadership and staff positions from 1989 to 1996 with the United States Army in Berlin, Fort Sill, Oklahoma and Fort Hood, Texas, attaining the rank of captain. In the New Orleans area, he subsequently prospered as a district manager from 1996 to 1998 with Ferrellgas in the New Orleans area, a senior sales executive from 1998 to 2000 with Cable & Wireless Communications and director of technical sales engineers with ACTEL. After providing superior service as a technical sales engineer from 2001 to 2002 with Madison River Communications, Mr. Snow found success with The Shaw Group from 2002 to 2009 as a projects, audit and financial manager.
After joining the City of Austin Public Works in 2009, Mr. Snow has made an impact as deputy director and chief operating officer. Among his responsibilities are setting direction and achieves results for reliable and efficient operations, customer service delivery, cost management, safety, security, and maintaining compliance department policy as well as complying with all applicable federal, state, and local regulations and laws. In addition, he oversees the development of the strategic vision and plan for the department and implements activities which align with the department mission and vision.
To remain aware of changes and advancements in his field, Mr. Snow maintains affiliation with the American Public Works Association, the Texas chapter of the American Public Works Association, the American Association of Cost Engineers, the Project Management Institute, the American Society for Quality, the Lean Construction Institute, the National Forum for Black Public Administrators, the International City and County Management Association, the Government Financial Officers Association; and Toastmasters International.
Mr. Snow attributes his success to his mentors, namely Colonel Bill Betson, who taught him about teamwork; Colonel Stapleton, who taught him about a framework that he is currently using called Picture of Success; Howard Lazarus; Dan Shapiro, who recruited him to the Shaw Group, and Eric Dargan, the CEO of the City of Austin Public Works and his former lieutenant. As a career highlight, he cites his success in his executive roles delivering services focused on creating teams and leaders that deliver great results for the community. Wherever Mr. Snow has been, he has been able to create an adjunct team and leave the company in good hands. His goal in the coming years is to continue giving back to the community and provide the best leadership to the people he has been lucky to lead.
