Lawrence Rubly, Chief Operating Officer at Austin University, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in educational technology administration.

Mr. Rubly obtained a Bachelor of Arts in 1969 and a Master of Arts in 1974 in Germanic linguistics from the University of Notre Dame in South Bend, Indiana and a Master of Science in linguistics the same year from the Illinois Institute of Technology in Chicago. He later continued his education with a Master of Business Administration in marketing and finance in 1984 from Southern Illinois University in Carbondale.

Upon completing military service as a linguist in Germany, he joined Telemedia, Inc. in 1973, where he created a helicopter-specific pre-technical EFL program to build the Imperial Iranian Air Force. With DeVry University from 1990 to 2004, Mr. Rubly built the online delivery organization for the University’s Keller Graduate School of Management and grew it into what is now DeVry University Online. His governance work includes Chairmanship of the Board of Directors of Heartland International, Membership of the Board of Directors of The Cradle, the oldest adoption agency in the United States and Chairmanship of the Board Committee for Adoption Learning Partners. Additionally, Mr. Rubly has excelled as associate academic dean and regional manager with the Keller Graduate School of Management.

In nearly four decades as an adjunct faculty member with Oakton Community College, Mr. Rubly launched the global business studies program and created the Certificate in Global Business to allow students worldwide to earn a United States credential entirely online within 12 months. With Kuwait Technical College, he has worked since 2002 as a consultant to the principals of InfoCenter Kuwait to define the concept of the college, obtain the necessary regulatory approvals to create the school as a subsidiary of InfoCenter Kuwait, solidify the curriculum and create partnerships with United States proprietary institutions. In recent years, Mr. Rubly has prospered since 2018 as chief operations officer and vice president with Austin University in San Ramon, California.

Mr. Rubly attributes his success to being focused, his desire to innovate, and development of new grounds. He has always had good support and collaboration. Both his mother, who was a high school mathematics teacher, and his father taught him strong work ethics. As a career highlight, he cites his establishment of a project at the Royal Saudi Naval Forces based on teaching English, in which he expanded instruction to technical training.
