With decades of experience to his credit, Capt. Additionally active as the senior business operations manager and CCPO for Koniag Technology Solutions between 2018 and 2020, he previously worked as the corporate director for international programs and government relations with Northrop Grumman from 2014 to 2018. Prior to these positions, he served in the U.S. Navy as the assistant branch chief of international programs and technology transfer from 2000 to 2003, a CNO fellow and the chief of naval operations in the strategic studies group from 2012 to 2013 and the division chief for Western Europe and the Balkans on the Joint Staff from 2013 to 2014. Capt. Cooke began his military career in 1986, operating as a foreign area officer from 1986 to 2014, a naval aviator from 1987 to 2007, a NATO air component command officer from 2004 to 2006, the chief of staff for the SECNAV staff in the Navy International Programs Office from 2007 to 2010 and the director of strategy and policy for the sixth fleet and the commander of naval forces in Naples, Italy from 2010 to 2012.

Before embarking on his professional path, Capt. Cooke pursued an education at Wabash College, graduating with a Bachelor of Arts in German, magna cum laude, in 1986. He subsequently earned a Master of Arts in international relations at The Fletcher School at Tufts University in 1994. He concluded his formal academic efforts at National War College in 2004, obtaining a Master of Science in national security strategy. Attributing his success to his empathy and his emotional quotient, which allow him to connect to others and set the conditions for their success, Capt. Cooke hopes to dedicate more time and attention to charitable and pro bono work in the coming years.
