Robert “Robb” L. Seibly, the president of the Retired Employees of Kern County, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in nonprofit organizing.
With years of experience to his credit, Mr. Seibly has earned distinction as the president of Retired Employees of Kern County, a nonprofit organization of retired employees that seeks to advocate for and protect the benefits of local residents living in retirement. In this capacity, Mr. Seibly draws deeply from his expertise in personnel training, human resources leadership, and competence in management. He previously found success on behalf of Kern County as a senior human resources analyst from 2000 until 2018, having served as the county director of training from 1990 to 1993, and as a court administrator for the district.
Outside of his work on behalf of Kern County, Mr. Seibly also distinguished himself in education as the dean of education at San Joaquin Valley College from 1995 until 1999. He also functioned as an assistant professor at Howard University.
Before embarking on his professional journey in the civilian sector, Mr. Seibly contributed more than two decades of service to the U.S. Army, where he retired at the rank of a major in 1990. Having initially joined in 1970, he went on to hold various roles in the military, including as a special operations officer under the U.S. Army Command with NATO in West Germany, as the executive officer of the 327th Signal Battalion at Fort Bragg, North Carolina, an officer of the XVIII Airborne Corps, an operations staff officer in Hawaii, and a commanding officer of a communications company in South Korea. He also served as an engineer at the U.S. Army Electronic Proving Grounds during the inception of the “Star Wars” program during the 1980s.
Mr. Seibly’s performance in the field was largely born of his academic efforts, which began at California Polytechnic State University, San Luis Obispo, from which he received a Bachelor of Science in Electrical Engineering in 1969. During the course of his military service, he also graduated from the U.S. Army Command and General Staff College, leading to his numerous officer-level roles. Well-regarded for his manifold accomplishments, Mr. Seibly received several accolades, including Meritorious Service Awards and Army Commendation Medals.
