Abdul Samad Ghaznavi, founder and chief executive officer of the Salam Foundation, has been recognized by Marquis Who’s Who Top Executives for professional integrity, dedication, achievements, and leadership in the field of data science, education and international development.

Mr. Ghaznavi leverages more than two decades of experience as a leader in the field of education and international development by working with the US government and the International partners such as IRC, UN, World Bank and ADB. In 2019, he founded Salam Foundation and Afghanistan Institute of Data Science and Applied Research, where he continues to serve as the chief executive and principle officer. As the head of his organization, he primarily specializes in public policy, data science and technology and lead learning initiatives focused on similar topics. He tirelessly worked for decades to bridge resources to support peace and unity through cultural exchange, initiation of developmental projects and working with the education sector. Prior the establishment of Salam Foundation, Mr. Ghaznavi excelled as a consultant and lead-evaluator for the National Democratic Institute- NDI between 2018 and 2019 and served as senior democracy and governance advisor and AOR for many USG funded cooperative agreements for the office of Democracy and Governance ODG at USAID/DOS. Furthermore, he was the senior director of programs for Afghanistan Electoral Reform and Civic Advocacy, as part of Democracy International, from 2016 to 2018. At the onset of his career, Mr. Ghaznavi operated as Chief of Staff at Afghanistan Senate and the executive director and management oversight lead for Afghan Relief and Rehabilitation from 1998 to 2007.

Mr. Ghaznavi holds a bachelor’s degree in law and political science and a Master of Business Administration from the University of Peshawar, as well as a Master of Public Administration from the University of Washington. Outside of his primary professional interests, he also remains a prominent figure in the fields of elections and civic advocacy, regularly participating with pertinent organizations, such as IFES, DI, TAF, Women in International Affairs Network, the Social Services Funding Committee of the Greater Portland Council of Governments, and the Child Foundation. Well-regarded for his scholarly output as well, he has published several papers over the course of his career, including his 2011 article, “Democracy and the Socio-political Dynamics of Afghanistan.” Having been honored for his accomplishments on numerous occasions, Mr. Samad Ghaznavi is particularly proud to have drafted the first ever sub-national governance policy for Afghanistan, which was later recognized the United States government and NATO and for his services in the GREY CELLS as SME among the military in JWC-Norway, EURO-COPRS France and the SHAPE- Netherlands
