Robert Pike Goss Jr., JD, PhD, Retired Executive Director at the Institute of Certified Financial Planners, has been recognized by Marquis Who’s Who Top Executives and Lawyers for dedication, achievements and leadership in nonprofit organizations.

Dr. Goss is renowned as a lawyer and a financial planner with more than 50 years of excellence to his credit. He pursued an education at Brigham Young University, earning a Bachelor of Arts in 1967 and a Master of Science in 1969. Enrolling at the State University of New York at Albany to pursue a doctorate in public administration, he decided that he truly wanted to attend law school instead, obtaining a JD from the Georgetown University Law Center in 1977. Admitted to practice law by the Virginia State Bar the same year, Dr. Goss subsequently graduated with a PhD in public administration at the University of Colorado in 1997.

From 1968 to 1969, Dr. Goss began his career as a public administration intern for the New York Department of Civil Service in Albany. He later worked for the New York Department of Labor as a senior administrative analyst and an industrial commissioner from 1969 to 1971 and the assistant director of emergency employment programs from 1971 to 1973. Moreover, Dr. Goss served as a special assistant to the deputy secretary of the Governor of New York from 1974 to 1974 and the director of state-federal relations for the National Conference of State Legislature’s employment and vocational training program from 1974 to 1975.

Between 1975 and 1978, Dr. Goss rose from the special assistant to the secretary to an intergovernmental relations officer for the U.S. Department of Transportation in Washington, DC. He further provided his legislative expertise to the Illinois Governor’s Office of Manpower and Human Development, where he was active as the executive director from 1978 to 1979. He additionally excelled as the National Conference of State Legislatures as the Washington counsel from 1979 to 1987. Dr. Goss flourished as the lawyer and the president of Dominion Financial Planning Services in Stafford, Virginia, from 1987 to 1988, at which point he relocated to Colorado.

Dr. Goss has found success with the Institute of Certified Financial Planners in Denver in a number of positions, including the executive director since 1988 and the director of board standards since 1991. Likewise, he is a member of the American Bar Association, with which he has held a variety of administrative roles, and the National Association of Estate Planners. Furthermore, Dr. Goss is a columnist for the Journal of Financial Planning and was an associate editor of “The Tax Lawyer” in 1976.
