Retiring as a lieutenant colonel of the U.S. Army after 27 years of service in 2013, Mr. Allen is a proven leader with experience in developing new programs and operating in crises. Since 2018, he has been an emergency preparedness manager at PennState Health Milton S. Hershey Medical Center, having previously been a commonwealth disaster recovery coordinator for the Pennsylvania Department of Community & Economic Development from 2013 to 2018. Prior, he worked for the U.S. Army War College as deputy director of plans and operations. Mr. Allen earned a Bachelor of Arts in international politics from Pennsylvania State University in 1993 and a Master of Science in Administration from Central Michigan University in 2006. In addition, he has received certificates of completion from the Combined Arms and Service Staff School, Command and General Staff College and University of Oklahoma Resilience Development Institute.
While in the military, Mr. Allen had served in numerous capacities including special projects officer, combat advisor, chief of training, deputy senior observer, operations officer, battalion executive officer and more. Likewise, he has served overseas in countries such as South Korea, Germany, Iraq and Turkey. For his exceptional service, he has earned myriad accolades including a Meritorious Service Medal with Four Oak Leaf Clusters, Army Commendation Medal with Oak Leaf Cluster, Bronze Star Medal with Oak Leaf Cluster, Army Achievement Medal with Oak Leaf Cluster and National Defense Service Medal with Bronze Star, among others. Additionally, Mr. Allen was named Distinguished Military Graduate of the Pennsylvania State University ROTC in 1993. He attributes his career success to his parents and to his determined mindset. Presently, he maintains affiliation with the International Association of Emergency Managers, Pennsylvania Recovery Resources Team and Keystone Emergency Managers Agency.
