Rawland Cogan, President at Keystone Elk Country Alliance, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in conservation management.

Following obtaining an Associate of Arts in wildlife technology from The Pennsylvania State University, Mr. Cogan followed with a Bachelor of Arts in parks and recreation management in 1990 from Slippery Rock University. He returned to Penn State to earn a Master of Science in forest resources, wildlife and fisheries science in 1991.

Mr. Cogan provided superior service as a deputy wildlife conservation officer, wildlife technician and wildlife biologist with the Pennsylvania Game Commission from 1982 to 2002. He then made an impact as lands program manager from 2002 to 2009 with the Rocky Mountain Elk Foundation, a conservation and pro-hunting organization whose mission is to ensure the future of elk, other wildlife, their habitat and American hunting heritage. 

Since 2010, Mr. Cogan has flourished as president and chief executive officer of the organization he co-founded, the Keystone Elk Country Alliance, a nonprofit wildlife conservation organization that focuses its resources on Pennsylvania’s elk herd and the Elk Country Visitor Center located in Benezette, with its stated goal to conserve and enhance Pennsylvania’s elk country for future generations. Mr. Cogan chairs the Elk Hunt Advisory Committee and is senior author of Pennsylvania’s First Modern-Day Elk Hunt Plan and Elk Management Plan.

Mr. Cogan’s many honors for his preservation activities include the Pennsylvania Wilds Business of the Year Award, Special Recognition Award from the Pennsylvania Senate, the David T. Wanlass Wildlife Award from The Pennsylvania State University and numerous awards from the Rocky Mountain Elk Foundation. In addition, he cites receiving the Penn State Fellow Alumni Award in October 2021 as a career highlight. His professional memberships include the Rocky Mountain Elk Foundation, Safari Club International and the Penn State Alumni Association.

Mr. Cogan attributes his success to his mentors Joe Hummer, a retired professor at Penn State University, Dr. Walters Zilkowski, who sat in his advisory board while taking his master’s degree and Cal DeBrock, who has supported him throughout his journey.
