K. David Boyer Jr., Chief Executive Officer at GlobalWatch Technologies, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in business administration.

Before starting his private career, he served honorably as a captain in the U.S. Air Force. He served eight years as an executive administrative and human intelligence officer and is on indefinite reserve status.

Mr. Boyer is presently the chief executive officer for GlobalWatch Technologies, which he launched in 2004. Additionally, he serves as a corporate director on Fortune 500 public company Truist Financial Corporation, an active member of the National Association of Corporate Directors, one of the presidential counselors for The Pennsylvania State University, a member of chief executives organization, and a member of the board of directors for the Virginia Community Development Corporation (VCDC). Mr. Boyer is also associated with the Virginia Community Development Fund, a non-profit affiliate of the VCDC that provides lending and services as a certified Community Development Financial Institution and investing as a certified Community Development Entity to real estate developers engaged in the creation or preservation of affordable housing, community development, and economic development of areas throughout Virginia and West Virginia.

Following his military service, Mr. Boyer cofounded and established TROY Systems Inc., an internet technology and assurance provider of advanced weapons systems security for the U.S. Armed Forces and information security to critical government agencies. Mr. Boyer expanded his professional career and served as a corporate director for Franklin National Bank from 1994 to 1998 and as an advisory board member for the Branch Bank Trust Corporation from 1998 to 2007. While serving as chief executive officer at GlobalWatch Technologies, he also served as a corporate director for WETA from 2001 to 2007. Throughout his career, Mr. Boyer has participated in many other endeavors, including serving on the board of trustees for Flint Hill School from 1999 to 2008 and as a presidential appointee and senior adviser for the USAID Administrator/DOS on Public Private Partnership between 2008 and 2009.

Mr. Boyer also lends his expertise as a civil advocate, volunteering with various organizations such as the American Red Cross. He served as chairman of the board for the Wolf Trap Foundation for the Performing Arts and the George Mason University Foundation. He is a former president of the Society of Distinguished Alumni at The Pennsylvania State University and was a government-appointed member of the treasury board for the Virginia Commonwealth for three terms. He is also presently a board member of the governance and finance committee for the Virginia Community Development Corporation.

To commemorate his accomplishments, Mr. Boyer was named Small Business Person of the Year, MBDA Minority Business Person of the Year and a Distinguished Alumni by The Pennsylvania State University in 2000. He was honored with a Caribbean American Heritage Award for Outstanding Contribution to Corporate America from the Institute of Caribbean Studies in 2010. Savoy Magazine was named one of the Most Influential Black Corporate Directors in 2016 and 2020. In 2017, Mr. Boyer was admitted as a board leadership fellow of the National Association of Corporate Directors and the Black Enterprise Registry of Corporate Directors of the Black Enterprise publication in 2019.

Looking toward the future, Mr. Boyer plans to continue to make a positive difference in his relationships. His goal is to continually influence and assist those who are receptive, open and passionate about change, helping everyone improve themselves and learn just as much as he has throughout his life.
