Javier A. Palomarez, president and chief executive officer of the United States Hispanic Business Council, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in minority business advocacy.

Mr. Palomarez is a leading voice in the areas of multi-cultural consumerism, marketing, small business, entrepreneurship, and the Hispanic electorate. Having been featured in over 80 national publications and media outlets, including radio, online, print, he is an acclaimed spokesperson for small business and entrepreneurship, as well as a nationally recognized leader in the Hispanic community. Mr. Palomarez has been recognized as one of America’s most influential Hispanics in the U.S. for over a decade, serving as chief executive officer for the United States Hispanic Chamber of Commerce (USHCC) from 2009 to 2014.

After graduating with a Bachelor of Arts in marketing and finance, summa cum laude, from the University of Texas – Pan American, Mr. Palomarez began his professional career as a director for Allstate from 1986 to 1997. From 1997 to 2002, he gained further leadership experience at Sprint as assistant vice president, and at Bank of America as senior vice president. He continued his work in the private sector at Netspend with the position of chief marketing officer from 2005 to 2006, and at ING with the role of vice president of marketing from 2007 to 2009. 

During his time in the insurance and finance industries, Mr. Palomarez was recognized for his diligence and innovation. He has been lauded with a Portada Award from Hispanic Target Magazine in 2008 and 2012, a Minority Business Leader Award from the Washington Business Journal in 2012, and a Maestro Award from Latino Leaders Magazine in 2014. He was also named one of the Ten Latinos Who Made History by the British Broadcasting Corporation (BBC) in 2012.

Mr. Palomarez created the United States Hispanic Business Council (USHBC) with the mission of empowering Hispanic-owned businesses by advocating for people and policies that support their advancement. By fostering economic growth and development within the Latino community, he has been able to combine his business acumen and experience with his passion for social change. When employed at Allstate, he introduced the concept of multicultural marketing to the company and was a part of the very first Hispanic marketing campaign in the industry.

The USHBC, under Mr. Palomarez, remains committed to legislation that addresses challenges to this community and develops solutions that elected leaders can act upon. Hispanic-owned companies contribute over $800 billion to the American economy every year. As a business council, the USHBC pays particular attention to the following sectors: agriculture, finance, transportation, infrastructure, construction, energy, and technology. Its focus on these industries has led to the creation of Pathway to Prosperity, a public policy blueprint centered on building a stronger American economy.
