Ruddy J. Gainer, MBA, the executive director of operations service support at the U.S. Department of the Treasury, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in government service.

Leveraging over three decades of experience as a servant of the federal government, Mr. Gainer has most recently distinguished himself through his role as the executive director of operations service support at the United States Department of the Treasury. In this capacity, he specializes in information technology, and holds full technical responsibility for administering, managing and controlling his division’s strategic direction, forecast and long-term planning. Before taking on his current position, Mr. Gainer worked for some time on behalf of the U.S. Department of Defense. Additionally, he serves as the owner of the Paramour Group LLC, a company that has worked to refurbish distressed homes and rent out residential properties to tenants since 1998. 

Over the course of his career in government service, Mr. Gainer was, notably, one of the lead technical authorities for the development of the Navy Damage Control System, which helps to prevent major damage arising from fires or enemy attacks against U.S. naval vessels. Well-regarded for this, and other accomplishments, he was bestowed with a Commissioners Award from the U.S. Department of Treasury in 2022. Previously, he has been the recipient of a Performance Excellence Award from the U.S. Secretary of Defense in 2016, a National Exchange Information Model Award in 2015, a Performance Award from the Naval Sea Systems Command in 2012, and a Top Award in Cyber Information Technology Excellence. 

After graduating from high school, Mr. Gainer undertook an apprenticeship program and was provided a full scholarship to the college of his choice. Pursuing a career in systems engineering, he was subsequently paid to obtain an undergraduate degree in engineering at Florida A&M University in 1996, after which he was certified in program management and systems engineering. Following this accomplishment, he later attended Florida State University, from which he earned a Master of Business Administration.  

A past member of a local chamber of commerce, Mr. Gainer previously delivered free seminars on the subject of financial literacy. Likewise, through the Omega Psi Phi fraternity, he served as a mentor to many in regard to teaching life skills and creating opportunities for people to advance in their career of choice. Long dedicated to civic advocacy, Mr. Gainer also sat on the board of the Charles Drew Memorial Scholarship Fund Foundation, which offers free scholarships to underprivileged high school seniors.
