Richard K. Gilbert, PhD, Consultant at The World Bank Group, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in research development.

With nearly 45 years of experience in science, education, international relations, and research to his credit, Dr. Gilbert has excelled as a consultant and key resource person for The World Bank and the Royal Government of Cambodia’s Research and Institutional Capacity Building since 2015. He began his career as a researcher in advanced technologies division at the Akela Corporation. He worked as head of the science department at Ayaprun School of Newtok, Alaska before finding success as a director of scientific research and an educational development consultant. He continued his career as a researcher at the Marine Science Institute of the University of California, Santa Barbara from 1979 to 1982. He garnered a stellar reputation as a researcher and coordinator of the Catalina Island Marine Institute, Guided Discoveries, Inc. from 1983 to 1985.

Dr. Gilbert contributed as a science and mathematics educator at the Los Angeles Unified School District, the American International School of Johannesburg, and the University of Southern California. He served as project director of Village and Agricultural Resilience in 2017 and on the National Advisory Board of Rural Science Education in 2018. He held the role of president of Global Development Initiative, Inc. since 1997. As an adjunct professor, he has taught at the University of Phoenix since 2002, the University of Battambang since 2007, and the American University of Health Sciences since 2008. In his illustrious and extensive career, he has found success in an array of positions including as an educational development consultant, director of scientific research, key resource person/facilitator, Eisenhower Fellow in Marine Research, Fellow, research director, and American ambassador in residence.

Before embarking on his professional path, Dr. Gilbert pursued an education at the University of California, Santa Barbara where he earned a Bachelor of Arts in 1981, a Master of Arts in 1993, and a Doctor of Philosophy in 1997. He holds certifications as a secondary teacher in the States of California and Alaska, in hostage negotiations, and in active shooter situations.

Beyond his responsibilities within the field, Dr. Gilbert has participated in numerous endeavors outside of his professional circles. He held the role of evaluator for the United States Navy, the United States Army E-Cybermissions, and the National History Day Contest. He provided support in disaster assistance and international services with the American National Red Cross and in rural development in Vietnam, Cambodia, and Lao People’s Democratic Republic. He also contributed to more than 30 projects, research programs and published works and was a member of more than 20 professional groups including the American National Red Cross, the Sons of the American Revolution, the Southeast Asia Ministers Election Organization, and the Order of American Ambassadors.

In light of his impressive undertakings, Dr. Gilbert has accrued several accolades throughout his career. He was selected for inclusion in multiple editions of Who’s Who in America and was presented with the Albert Nelson Marquis Lifetime Achievement Award. He consulted on human resource and technology development projects in 42 countries and works with the IRC in the areas of disaster relief, humanitarian law and rules of engagement. His lifetime research and development award total is approximately $1.76 billion. He has received more than 15 other additional awards from organizations including the National Science Foundation, the National Aeronautics and Space Administration and the Federal Society, and was named one of the 2,000 outstanding people of the 20th century in science and education.
