Clezel D. Farmer, a Title IV-E Director at Maryland Department of Human Services, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in the field of child welfare.

Driven by a desire to excel at her chosen profession, Ms. Farmer has distinguished herself across the span of more than 35 years in public service, culminating in her current role as a program manager and title IV-E director of the compliance and eligibility unit of the Maryland Department of Human Services. Specializing in child welfare, she is responsible for providing oversight for the foster care, adoption, and guardianship programs and ensuring that they remain compliant with federal guidelines. Likewise, she is closely involved with various statewide processes, including policy making and legislative changes needed in order to ensure that the Maryland DHS continues to comply with government requirements. Having initially joined the Maryland DHS as a regional supervisor in 2013, Ms. Farmer previously served as a family services casework for the Baltimore City Department of Social Services, beginning in 2001.

Ms. Farmer was first inspired to become involved in her field at the age of 15, whereupon she found out that she had been adopted. Though she had had a wonderful childhood, she began to learn more about her backstory and the circumstances of her adoption – thus, it became important to her that she should help other children benefit from her experience. After serving as a youth representative of the Harlem Harlem Hospital Center Community Board from the age of 15 until 21, she learned how to write grants and helped spearhead an alcoholics anonymous program for adolescents. 

While studying at John Jay College, where Ms. Farmer ultimately graduated with a Bachelor of Science in psychology and criminal justice in 1978, her interest in child welfare was sparked by certain classes, spurring her to orient her career path accordingly. She went on to work as an educator in New York City for several years, and on behalf of a community psychology program, which further fueled her desire to work with children. Looking toward the future, Ms. Farmer aspires to continue maximizing her potential and ascend to a position of upper management in her chosen field.
