Mark Daniel Rosen, director of Parks and Recreation at the city of Highland, Illinois, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in city management.

With 41 years of experience to his credit, Mr. Rosen has excelled as director of Parks and Recreation and as a certified Park and Recreation professional, lifeguard, and pool manager in the City of Highland, Illinois since 1996. He began his involvement with the same as a teacher since 1982. Before embarking on his professional path, he pursued an education at Indiana University Southeast where he completed coursework before transferring to Southern Illinois University Edwardsville, graduating with a Bachelor of Science in recreation in 1991. 

Beyond his responsibilities within the field, Mr. Rosen has participated in numerous endeavors outside of his professional circles. He was a member of St. Paul Catholic Church, the United States Junior Chamber, the Highland Healthcare Advisory Board, and was the president of the Highland Area Community Foundation. In addition to his primary vocation, he remains affiliated with various organizations in relation to his areas of expertise. He was a member of the Highland Optimist Club for over 25 years and the Loyal Order of Moose. 

In light of his impressive undertakings, Mr. Rosen has accrued several accolades throughout his career. While overseeing the reconstruction of playgrounds across the city’s parks, he was challenged by the city manager to raise $150,000 for the acquisition of equipment for the Dennis H. Rinderer Park’s All-Abilities playground project. By leveraging the annual county grant, an additional grant, a generous $30,000 Disney grant, and community donations, he successfully amassed over $210,000 for the project. He participated in two Chicago marathons, engaged in several 36-hour Berryman Adventure Races, and was awarded a baseball scholarship by Indiana University Southeast. In the immediate future, he intends to retire and explore new opportunities.
