Michael L. Baughn, MS, third district commissioner with Thomas County, Kansas, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in government administration.
With over 50 years of experience to his credit, Mr. Baughn has excelled in the fields of government administration, law enforcement, and education. Currently serving as the third district commissioner for Thomas County, Kansas, since 2013, he participates in weekly commission meetings and represents the commission at special meetings and public events. He also focuses on managing county finances, budgeting, and administering programs for various agencies and departments. Prior to this position, he was active as a lay pastor at Brewster Methodist Church since 2012. He also served as the sheriff of Thomas County Sheriff’s Office from 2005 to 2009, and as the mayor of Brewster, Kansas, from 1974 to 2007.
Mr. Baughn began his career as a teacher in the Brewster Unified School District from 1970 to 1976, specializing in social studies for seventh and eighth-grade students. He also held the position of principal at Brewster Unified School District from 1976 to 1981. Before embarking on his professional path, he pursued an education at Asbury University, previously Asbury College, where he earned a Bachelor of Arts in education with a minor in sociology in 1970. He continued his academic efforts at Fort Hays State University, obtaining a Master of Science in secondary education administration and principalship in 1976. He also completed coursework in criminal justice at Colby Community College. Following these accomplishments, he completed certifications, becoming a nationally credentialed law enforcement officer.
Mr. Baughn also participates in various civic activities, including serving as the owner and operator of Brewster IGA Store from 1981 to 1985 and as an elementary supervisor at Butterfield Trail Museum from 1973 to 1976. He has also worked as an instructor at Colby Community College, teaching criminal justice from 1988 to 1990 and outreach political science courses. He found success with his dedication to public service, notably serving as an investigator for the Thomas County Attorney’s Office and as a former president of Brewster Development Inc. In addition to his primary vocation, he remains affiliated with various organizations, including Lions Clubs International, where he has held multiple leadership roles. He has maintained his involvement in numerous community and historical organizations, such as the Kansas Historical Society and the Thomas County Historical Society.
Mr. Baughn was also recognized with a national law enforcement accolade after participating in a national law enforcement officers’ program sponsored by the Fraternal Order of Police, and he has received numerous awards from Lions Clubs International. He attributes his success to the support of his family and community, having been rooted in his community since completing his college degree in 1970. Looking ahead, he aims to continue serving as county commissioner while actively searching for his successor as lay pastor. After retirement, he plans to pursue writing on Great Plains history and visiting historical locations. His advice for aspiring professionals is to enter public service with a mindset focused on serving the community rather than personal agendas.
