José Refugio Muñoz Jr., MBA, Senior Contract Specialist at the Internal Revenue Service (IRS) and the U.S. Department of Treasury, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in contract management and procurement.

With over two decades of experience in contract management and procurement, Mr. Muñoz currently serves as a senior contract specialist at the Internal Revenue Service, U.S. Department of Treasury, a role he has held since 2023. In this capacity, he manages and oversees significant contracts supporting the agency’s operations and mission. Prior to this, he was a senior contract specialist at Immigration and Customs Enforcement (ICE) with the U.S. Department of Homeland Security from 2011 to 2023. He also participated in the U.S. Department of Homeland Security’s Three-year Acquisition Professionals Career Program, working with ICE, U.S. Customs and Border Protection, and the Office of Procurement Operations. He began his career in various roles, including cashier, bookkeeper, and tool rental sales associate at Home Depot, and as an assistant financial officer at the Department of Energy. Over his career, he has been promoted five times, advancing from the rank of a general schedule 07 to 14. His responsibilities include managing contracts from pre-award to post-award, preparing complex documentation, ensuring compliance with agency regulations and the Federal Acquisition Regulation, collaborating with program offices, evaluating vendor proposals, and finalizing awards, with congressional notification as required.

Before embarking on his professional path, Mr. Muñoz pursued an education at Santa Ana College, obtaining an Associate of Arts in business administration in 2004, followed by a Bachelor of Business Administration in international finance from California State University in 2007, and concluded his studies with a Master of Business Administration in international business from Strayer University 2010. Following these accomplishments, he completed several certifications: Certified Human Rights Consultant from the U.S. Institute of Diplomacy and Human Rights, Human Rights Education Training, Human Trafficking Prevention Training, Contracting FAC-C Level III from the Federal Acquisition Institute, and Program and Project Managers FAC-P/PM Level I from the FAI. In addition to his primary vocation, he remains affiliated with various organizations. He has been a member of the U.S. Institute of Diplomacy and Human Rights since 2022, the National Association of Hispanic Federal Executives since 2021, the National Contract Management Association since 2014, and the Latinos Business Student Association since 2006. Beyond his responsibilities within the field, he has participated as a research associate in the Latin America Division of EmeraldPlanet and EmeraldPlanet Television Productions from 2011 to 2013. He has also donated to UNICEF USA, UNICEF México, and a Catholic charity supporting the homeless.

In light of his impressive undertakings, Mr. Muñoz was recognized with a certificate of recognition from UNICEF Mexico in 2024 and from Colegio Enrique Conrado Rébsamen, Guadalajara, in Mexico in 2016. He received the Outstanding Alumni Award from Strayer University in 2015. Additionally, he was presented with a certificate of achievement from the Acquisition Professionals Career Program, U.S. Department of Homeland Security, in 2011 and the President’s Volunteer Service Award from UNICEF USA in 2010. He has also earned multiple certificates of appreciation and achievement from U.S. Customs and Border Protection and the U.S. Department of Homeland Security for his outstanding support and contributions. He attributes his success to focus, responsibility, discipline, persistence, resilience, hard work, open-mindedness, and supportiveness. Looking ahead, he aims to become a director of contracting in the coming years.
