Kevin S. Floyd, deputy chief procurement officer with the City of Atlanta, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in municipal government.

With over a decade of experience, Mr. Floyd has excelled in procurement, executive leadership, business operations, and contract negotiations. He is currently the deputy chief procurement officer in the Department of Procurement for the City of Atlanta, a role he has held since 2022. His responsibilities include overseeing 60% of the city’s annual spending, which totals about $25 billion, including contracts and purchase orders. He also leads the Center of Excellence, focusing on process improvement, transformation, digital technology, human resources, and budget administration. He attends strategy meetings and engages with suppliers to grow business opportunities. Additionally, he manages all purchasing for the City of Atlanta, from office supplies to the construction of airport runways, including overseeing operations at Hartsfield-Jackson Atlanta International Airport.

Prior to his current role, Mr. Floyd held several other positions with the City of Atlanta. He served as the innovation resources director from 2021 to 2022, senior systems administrator from 2020 to 2021, project manager in 2020, interim ERP program manager from 2019 to 2020, and ERP analyst from 2014 to 2020. Additionally, he worked as a shift supervisor at Rite Aid Corp. from 2010 to 2014 and is a notary public in Fulton County. He is also actively involved in his community, serving on the Procurement Customer Advisory Board for Oracle and previously volunteering with Compassion International.

Before embarking on his professional path, Mr. Floyd pursued an education at the American InterContinental University, earning a bachelor’s degree in business administration in 2014. Furthering his expertise, he earned an agile leader certification from the Six Sigma Global Institute in 2024, a Lean Six Sigma Yellow Belt from the Terry College of Business at the University of Georgia in 2022, and Certified ScrumMaster from Scrum Alliance Inc. in 2022. Additionally, he was recognized as a Cloud Customer Connect Blue Ribbon Member by Oracle in 2021 and a Red Ribbon Member in 2020. He also obtained a Lean Six Sigma Green Belt certification from the Six Sigma Global Institute in 2014.

Reflecting on his career path, Mr. Floyd started working for the City of Atlanta shortly after graduating college. He quickly realized the high-impact nature of his role, appreciating the visibility and the opportunity to be a steward of taxpayers’ money and invest in small minority businesses. He attributes his success to his unwavering faith, diligent work ethic, being in the right place with the right people, and his passion for public service. One of his career highlights has been becoming the youngest individual to hold the position of deputy chief procurement officer in the Department of Procurement for the City of Atlanta. 

In the coming years, Mr. Floyd aims to become the next chief procurement officer, which would make him the youngest in the city’s history. After reaching his goal, he plans to transition out of public service and apply his expertise to another government entity or the private sector. He is also focused on achieving professional success while maintaining a balanced family life.
