Thomas E. Fletcher, CFA, managing director of overlay services at Russell Investments, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in business development and strategic planning.

Mr. Fletcher is an experienced leader in business development and strategic planning, with a focus on business strategy and growth as well as client relationships and capability management. Currently, he excels as the managing director of overlay services at Russell Investments, a role he has held since 2011. His duties include overseeing a team of portfolio managers and analysts who design and implement investment strategies for pension funds and other large institutional clients worldwide. 

Prior to this, Mr. Fletcher was the director of portfolio management at Russell Investments from 2006 to 2011 and a portfolio manager of implementation services at the same company in 2003. Additionally, he served as a portfolio manager at Invesco Ltd. from 1998 to 2003 and serves on the board of brokers and dealers for Russell Investments. In addition to these accomplishments, he served in the US Navy as a submarine warfare officer from 1989 to 1996 and was an original member of the USS Boise. During his tenure, he was a two-time Recipient of the Navy Achievement Medal and was awarded a Navy Commendation Medal.

Before embarking on his professional path, Mr. Fletcher pursued an education at the United States Naval Academy, earning a Bachelor of Science in mechanical engineering, followed by a Master of Business Administration in finance from The University of Texas at Austin McCombs School of Business in 1998. Furthering his expertise, he gained various certifications, including chartered financial analyst from the CFA Institute in 2000. Additionally, he is registered with the National Association of Security Dealers and the National Futures Agency, having passed the Series 3, 7, 24, and 64 exams. He also passed the certification test for prospective engineer officers from the U.S. Department of Energy and completed nuclear power training with the United States Navy. Today, he is still an active member of the National Futures Association and the National Association of Securities Dealers.

Reflecting on his career path, Mr. Fletcher gained technical expertise in submarine operations during his tenure in the Navy, giving him a disciplined approach to analytics and problem-solving. Following his service, he pursued an education at the University of Texas at Austin, where he specialized in investment funds and received comprehensive training in institutional asset management for equities, redirecting his career focus toward asset management. 

A standout highlight in Mr. Fletcher’s career was leading his team through a turbulent 20-year period, which included the Great Financial Crisis, and emerging as a top-tier provider. Additionally, he takes pride in his personal life, particularly seeing his two children graduate from college. He attributes his success to his extensive leadership experience in the Navy and his technical learning capabilities. He believes that these skills have helped him be able to take complex tasks and break them down into manageable pieces. 

In offering advice to aspiring professionals, Mr. Fletcher stresses the importance of nurturing client relationships and consistently adding value that clients can easily recognize. Looking ahead, he aspires to transition into a more entrepreneurial role. He also plans to engage in board activities and work closely with growing businesses to drive their development and success.
