Ms. Miller has established a successful career as an entrepreneur in the field of law, specializing in energy, telecommunications, broadband, and regulatory law. She is currently the sole proprietor and consultant at Cindy Miller Consulting, a role she has held since 2018. In this capacity, she serves government clients in a strategic and advisory role that encompasses thorough research and legislative analysis, provides crucial guidance to her clientele, and lends her expertise to short-term clients such as Lakeland Electric, various law firms, and other entities. Prior to this role, she served in various positions at the Florida Public Service Commission, including senior attorney of intergovernmental counsel from 2005 to 2014, director of the external affairs division from 2000 to 2005, and associate general counsel from 1988 to 2000. Additionally, she was an inspector general at the Florida Department of Management Services from 1986 to 1988, an associate attorney at Roberts, Baggett, LaFace, and Richard, now Greenberg Traurig, from 1983 to 1986, and a presidential management intern and management analyst with the United States Office of Management and Budget in Washington DC. 

Laying a solid foundation for her future career, she pursued her education at Florida State University, earning a Bachelor of Arts in American studies in 1969, a Master of Public Administration (MPA) in 1976, and a Juris Doctor, with honors, in 1984. She has passed the bar and is permitted to practice law in The Supreme Court of Florida, the United States Court of Appeals for the District of Columbia Circuit, and the United States Court of Appeals for the Fifth Circuit. In addition, she has held various memberships, including co-chair of the Florida chapter of the Federal Communications Bar Association, past president and vice president of the Southern chapter of the Energy Bar Association, and co-chair of the Florida Bar Public Utilities Law Committee. 

Reflecting on her career, Ms. Miller takes pride in having held notable positions within the United States Office of Management and Budget and the Office of the Secretary of Defense as part of the prestigious Presidential Management Internship program, and being selected from a group of graduates with an MPA who were honored with high-level placements within the government. In light of her impressive undertakings, she was honored with the Jason Leif Award by the Energy Bar Association and the Gunter Award for Best Employee by the Florida Public Service Commission. She is committed to transparency, considering it a cornerstone of her professional ethos, and she actively leverages social media platforms to ensure that the public remains well-informed by proactively sharing pertinent updates and insights. In the coming years, she intends to continue providing consulting services in energy and telecommunications.
