Mr. Scalia takes pride in his significant contributions to the Marshals Service, particularly in developing population projections and cost models that became trusted tools used by the Department of Justice, the Office of Management and Budget, and Congress. One of his notable achievements occurred at the Trustee’s Office, where he devised pricing models for per diems paid by the Marshals Service for non-federal detention space, primarily from state and local governments. His efforts were recognized with an award in 2017 and inclusion in the Federal 100 list. This model saved the federal government approximately $200 million over seven years, enabling grants specialists to negotiate and reduce rates by an average of 10%. In light of his impressive undertakings, he also received the Distinguished Group Award from the United States Marshals Service in 2021 and 2022 and the Meritorious Service Award from the United States Marshals Service in 2021. Laying a solid foundation for his career, he pursued an education at The George Washington University, graduating with a Bachelor of Arts in sociology and psychology and a minor in art history in 1989. He went on to earn a Master of Science in forensic sciences and forensic toxicology from the same institution in 1992.
