Since 2011, he has served as a statistician for the New Hampshire Department of State, where he ensures that new births are filed on time for accurate data collection. In this role, he also provides statistical reports on birth and death data, both upon request and through regular updates, and manages contracts between New Hampshire Vital Records and the federal government. Additionally, he serves as the birth registration coordinator for the state, overseeing the accuracy and timeliness of birth data, and liaising with federal agencies on behalf of his division.
Mr. Marshall’s experience includes serving as a credit analyst and financial analyst at RiverStone Resources LLC from 2001 to 2011, an actuarial analyst at Milliman & Robertson from 1997 to 2001, and a bankcard analyst at Citizens Financial Group Inc. from 1996 to 1997. He also interned as an actuarial analyst at Blue Cross Blue Shield of Rhode Island in 1995 and as a financial analyst at the Accrediting Commission of Career Schools and Colleges in 1994. His affiliations include serving in the United States Coast Guard and being a member of the American Legion, Rhode Island Historical Society, Manchester Historic Association, and New Hampshire Historical Society. Additionally, he has served as treasurer for Habitat for Humanity and his local church.
In recognition of his impressive undertakings, Mr. Marshall was honored with a Ministry Award from his local church in 2023 and has been an 11-time recipient of the Top Election Official award as a moderator in New Hampshire. He laid a solid foundation for these successes by earning a Risk Management Certification from the Insurance Institute of America, a Bachelor of Science in mathematics from Rensselaer Polytechnic Institute, a Master of Science in finance from Southern New Hampshire University, and a Master of science in operations research and statistics from Rensselaer Polytechnic Institute. Reflecting on his path, he takes great pride in his significant contributions to his church over the past two decades, having served as treasurer and secretary for several years. Last year, he received a Ministry Award from his church and is also eligible for the Associate Wealth Management certification with the Insurance Institute of America. In addition, he was recognized by the city of Manchester for his dedicated work as an election official, and in New Hampshire, where election officials are elected, he has served as a moderator for 11 years.
Mr. Marshall credits his achievements to his consistent dedication, strong work ethic, and sense of accountability. He also acknowledges the profound influence of his father, who dedicated 20 years to the Internal Audit department at Blue Cross and was the first in their family to earn a bachelor’s degree. His father’s role as an usher at their church also served as a source of inspiration for his professional and charitable endeavors. In the coming years, he aims to become the institution’s director, deputy chief for New Hampshire, or a related secretary, and he is committed to pursuing these goals with determination. He acknowledges that politics may play a role, but he believes his experience positions him well to achieve these ambitions realistically. Additionally, he hopes to advance within the New Hampshire Department of State.
