With over two and a half decades of experience to his credit, Mr. Milligan has established a successful career in housing and development, specializing in affordable housing. He has served as the president and chief executive officer of the Housing Authority, City of Charleston since 2021 and as division manager and senior manager at Pro Cutters Lawnscapes Inc. since 2015. In these roles, he provides strategic leadership and guidance to the organization. He collaborates closely with the Board of Commissioners to formulate and execute housing policies, manage finances, oversee property maintenance, engage with the community, and lead his team. He ensures adherence to housing regulations, oversees property development and construction projects, represents the authority publicly, and advocates for its interests. Additionally, he evaluates program performance, manages risks, and routinely reports to the Board of Commissioners, ensuring legal and regulatory compliance.
Mr. Milligan’s experience also includes serving as senior executive consultant at ASM Development Group Inc. from 2011 to 2014, president of Carroll Management Group from 2012 to 2013, managing partner at ASM Development Group from 2000 to 2003, executive vice president at HJ Russell & Company from 1997 to 2001, and executive director of the Tampa Housing Authority from 1996 to 1998. Earlier roles include plant industrial engineer at Wrangler from 1987 to 1989, process control department manager of the supply chain at Milliken & Company from 1980 to 1985, and president of The Integral Group LLC. He is also a member of the Board of Advisors at Baker School of Business, The Citadel, Omega Psi Phi Fraternity Inc., The National Association of Housing and Redevelopment Officials, The CEO Group, and served as an adult scout leader for the Boy Scouts of America from 2009 to 2013. In recognition of his achievements, he was named Man of the Year by Omega Psi Phi Fraternity Inc. Laying a solid foundation for these successes, he earned a Bachelor of Science in biological sciences from The Citadel in 1980, a Master of Business Administration from Wake Forest University School of Business in 1995, and holds certifications as a Certified Commercial Investment Member and Certified Property Manager.
Mr. Milligan attributes his success to his strong upbringing and the presence of exceptional individuals working both above and below him. Raised by two highly disciplined people with a strong work ethic, he was taught to listen, help those around him to the best of his ability, and control his emotions and feelings effectively. As a manager, he shares his ideas and thought processes openly, believing that preparing people for what is coming helps them adapt more readily. He strives to support others in their success and believes that if you connect deeply with those around you and push hard enough, many common problems can be avoided. In the coming years, he aims to develop an additional 1,000 to 2,000 cost-effective housing units in Charleston. His advice to aspiring professionals is, “Be on time. Be professional. Communicate with everyone at all levels.”
