Mr. Burgess has also made significant contributions to his field through his written works. He authored “Iraq, A New Direction, A Strategy for Peace, A Methodology for Rapid Socio-Economic Progress,” “Revolutionary Change for Relief and Development,” and “Hundreds of Issues that Impact Relief and Development Performance.” From 2006 to 2010, he was involved with the Integrated Malaria Management Consortium, and earlier in his career, he served as an associate member of the Institute of Chartered Accountants from 1962 to 1965. Additionally, he worked with a United Nations team led by Winston Prattley, tasked with drafting a post-conflict reconstruction strategy for Afghanistan following the withdrawal of Soviet occupation forces. He also played a key role in developing a multi-sector plan that was submitted to the international community by the United Nations.

Reflecting on his journey, Mr. Burgess laid a solid educational foundation by earning a Bachelor of Arts in engineering and economics from the University of Cambridge, England, in 1961, followed by a Master of Arts in engineering and economics from Cambridge in 1966. He takes great pride in a basic analysis he conducted that progressed from the lowest levels of what is now PricewaterhouseCoopers to the partner level and ultimately to the World Bank, his client at the time. His analysis helped the World Bank completely revamp their assessment of the cost for a major project, a pivotal moment that gave him a significant confidence boost, aiding his career growth. When asked about his thoughts on the field, he believes that accounting should go beyond financial aspects to encompass human, environmental, and economic factors, reflecting the broader functioning of the economic system.
