Mr. Osborn has established a successful career in photography and education, specializing in digital noise. He currently serves on the board of directors and as the Berkeley Camera Club liaison for Berkeley Community Media, positions he has held since 2017, and as chair of the Berkeley Camera Club since 2014. Berkeley Community Media is a P.E.G. access television station and media center that provides training, equipment, and support to underserved communities, enabling them to create and broadcast their own media content on local cable and online platforms​. His experience also includes co-chairing the Bay Area Entrepreneurs board at the Water Environment Federation from 1980 to 2013 and chairing the Standard Methods for the Examination of Water and Wastewater for the American Public Health Association, American Water Works Association, and Water Environment Federation from 1985 to 2012. He exhibited at the Richmond Art Center in 2010 and held roles as a quality assurance officer and supervising chemist at East Bay Municipal Utility District. His earlier positions include teaching ecology and biology at Monterey Peninsula College and working as a research associate with the Tahoe Research Group.

Mr. Osborn also dedicates his time as an active member of the Laboratory Committee for the Water Environment Federation, and he is the retired founding chair of the Environmental Laboratory Technical Advisory Committee for the Environmental Laboratory Accreditation Program, where he served from 2005 to 2013. He also founded and chaired the Quality Assurance Committee for the California Water Environment Association, and his affiliations include the American Chemical Society, the Water Environment Federation, the Association for the Sciences of Limnology and Oceanography, and the Environmental Laboratory Accreditation Workgroup. He also served as chair of the Quality Assurance Section for Standard Methods for the Examination of Water and Wastewater through the American Public Health Association, the American Water Works Association, and the Water Environment Federation.

Mr. Osborn laid a strong educational foundation, earning a Bachelor of Arts in chemistry from California State University, Sacramento in 1963, completed graduate-level coursework in biochemistry and biophysics at the University of California, Davis from 1964 to 1965, obtained a Master of Science in limnology from UC Davis in 1974, and earned his teaching credential from the same institution in 1968. He is recognized as an expert in laboratory statistics, quality control, and method detection limits, having written mathematical protocols and guidelines for laboratory operations. He takes great pride in developing visual presentations to explain statistical concepts, including an Excel-based program he designed to simulate a bee swarm to demonstrate these principles. He is currently working with a group called Upward Spiral, where he hopes to contribute his expertise, particularly in digital noise. He has also been hired occasionally by the Alonzo King Lines Ballet in San Francisco to photograph their public performances. Additionally, he held a short-term teaching position in Alexandria, Egypt. When advising aspiring professionals, he emphasizes the importance of passion, advising them to explore various interests in college and pursue education, rather than focusing solely on making money.
