With nearly three decades of experience, Ms. Johnson has built a successful career in risk management and internal control. She currently serves as the director and internal control program manager with the U.S. Navy, a position she has held since 2021. In this role, she is responsible for overseeing 30 headquarter commands and their subordinates within the Navy, helping them comply with federal rules and regulations related to enterprise risk management and internal controls. She builds the programs and structures, writes the policies that guide operations, and develops the risk register that senior Navy leaders use to make informed decisions. As department head, she leads the entire program for the U.S. Navy, with a mission to identify and mitigate risk while ensuring resourcing decisions are risk-based. She also ensures that internal controls function in accordance with federal guidelines, while optimizing operations. Her previous experience includes serving as the financial improvement and audit readiness manager at Field Support Activity, Department of Navy from 2016 to 2021, evaluation prioritization remediation program manager for the assistant secretary of the Navy in the Office of Financial Operations from 2014 to 2016, and deputy director of finance for the Department of Veterans Affairs in the Office of Research and Development from 2013 to 2014. She also held the role of deputy comptroller at the Department of Navy’s Bureau of Medicine at Naval Health Clinic Quantico from 2010 to 2013, financial management analyst at the Naval Supply Systems Command, Naval Operational Logistics Support Command from 2009 to 2010, and financial management analyst in the Financial Management Trainee Program for the Department of Navy from 2007 to 2009.
Ms. Johnson also dedicates her time to several professional and community organizations, including the Society of Defense Financial Management, the Institute for Internal Control, the American Society of Public Administrators, Young Government Leaders, the American Society of Military Comptrollers, and Zeta Phi Beta Sorority Inc. She is a member of the Alpha Sigma Lambda National Honor Society, serves as vice president of the Omicron Theta Zeta Scholarship Foundation, contributes as a scholarship reviewer for the Bailey Family Foundation, and is the former vice president of the Girl Scouts of America Service Unit. In light of her impressive undertakings, shehas been honored with the Spirit of Service Award from the Secretary of Defense, Department of Defense in 2020, the Resource Management Team Award for Process Improvement from the Navy Bureau of Medicine in 2012, and the Senior Civilian of the Quarter at Naval Health Clinic Quantico in 2012. She also received the Resource Management Team Award for Process Improvement from the Assistant Secretary of the Navy in 2012, was inducted into the Alpha Sigma Lambda National Honor Society at Strayer University in 2003, and was recognized as an Outstanding Committee Member by Zeta Phi Beta Sorority, Inc.
Laying a solid educational foundation, Ms. Johnson earned a Bachelor of Science in accounting from Strayer University in 2006, followed by a Master of Public Administration from the Keller Graduate School of Management at DeVry University in 2010. She also holds a diploma from Strayer University and completed the Chief Financial Officer Leadership Program at the CFO Academy, National Defense University in 2019. Currently, she is pursuing a PhD in strategic leadership from Liberty University, where she also earned a certification in executive strategic leadership in 2024. She has earned various certifications, including the Leadership Development Program from Naval Air Systems Command in 2021, the Navy Senior Leadership Seminar at the Naval Postgraduate School in 2020, and the Defense Financial Management Certification Program Levels 2 and 3 from the Office of the Secretary of Defense in 2016.
Reflecting on her path, Ms. Johnson comes from a family with a military background. She began her federal career while still in high school, working for the Department of Justice. After leaving that position for the private sector, she found her way into her first accounting role as an accounts receivable clerk before pursuing her college education. It was during this time that she realized accounting was her true calling, with internal control becoming a core part of her professional journey. She takes great pride in being the first-generation college graduate in her family, attributing her success to her faith and the support of her family, who emphasized the importance of education and perseverance. In the coming years, her biggest goal is to become a senior executive in the federal government, where she can have a seat at the decision-making table, offering voice and representation as a female minority leader.
