In this capacity, he oversees over 900 job classifications for the city, focusing on human resources (HR), administrative tasks, and staffing needs. His responsibilities include collaborating with experts across various city divisions, from civil services to management, conducting job analyses, developing test questions, and ensuring these assessments are relevant and accurate. He also creates training questionnaires, designs performance and physical ability tests, and contributes to projects such as updating human resources documents for the city. 

Dr. David experience also includes roles as an analyst intern II for the city of Los Angeles from 2023 to 2024, senior talent advisor at West Monroe from 2019 to 2023, senior recruiter at Addison Group from 2012 to 2019, information technology recruiter at Randstad, formerly Spherion, from 2010 to 2012, and an employee relations and compliance intern with The Warranty Group in 2010. In addition, he has been an active member of the Society for Industrial and Organizational Psychology since 2009. Laying a solid educational foundation, he earned a Bachelor of Science in psychology from Indiana State University in 2008, a master’s degree in industrial and organizational psychology from The Chicago School in 2010, and a doctorate in business psychology from The Chicago School. He is currently in the final stages of pursuing a PhD in business psychology.

Dr. David’s expertise lies in strategically integrating business and psychology principles into hiring practices across various sectors. He takes great pride in his work at West Monroe, a consulting firm focused on digital transformation, where he was instrumental in founding an employee resource group (ERG) to support underrepresented employees. Recognizing the historical bias within consulting firms, he led an initiative to foster an inclusive workplace and create a sense of belonging for individuals from diverse backgrounds. Under his leadership, the ERG grew, expanding from six members in Los Angeles to more than 800 nationwide within six months, creating a lasting impact on the firm’s inclusivity efforts.

Dr. David attributes his success to the inspiration he draws from his family and his strong academic foundation. Additionally, he is committed to continuous learning and aspires to give back to the community by teaching and sharing his knowledge with future generations. His goal is to foster unity and cohesion, harnessing new technologies and methodologies to benefit society. Currently, he is happy and thriving in a setting where he can fully apply his expertise in people analytics. Looking to the future, he aims to leverage his background in analytics and statistics to potentially write and publish a book, teach, and present his insights at academic institutions. In addition, he is eager to explore new research avenues, with a focus on motivation and human behavior in various contexts such as workplaces, educational settings, and everyday life.
