With decades of experience to his credit, Mr. McGuire has established a successful career in government services and consulting. Since retiring from the U.S. Army in 2021, he has excelled as the city administrator and executive director of economic development for the City of Clyde. In this role, he is responsible for developing both long- and short-range plans, incorporating input from the city council, community organizations, private citizens, department heads, and officials from other governmental entities. He consults with and directs department directors to solve administrative problems and implements changes in organization, procedures, and policies to meet city goals and objectives. He reviews applicable federal, state, and city laws, ordinances, and regulations to ensure compliance and makes recommendations where non-compliance issues may arise. Additionally, he develops and implements new ordinances to enhance or clarify existing regulations, manages the hiring and discipline of city employees, and advises the city council on financial matters, making recommendations on the city’s financial condition and future needs.
Mr. McGuire is also the founder and owner of McGuire & Associates, a consulting firm that specializes in developing staff and enhancing leadership capabilities across various industries. The firm also focuses on strategic planning, with plans to expand its services to assist smaller cities in formulating and implementing their own strategic plans. His experience includes serving as deputy commander for the 21st Theater Sustainment Command: Area Support Group – Balkans from 2020 to 2021, executive officer at the United States Army, Fort Lee Garrison from 2017 to 2020, and director of emergency services at Fort Hunter Liggett, Parks Reserve Forces Training Area from 2014 to 2017. He also holds a distinguished 35-year career in the U.S. Army. In addition to his professional work, he volunteers with the Wounded Warrior Project and Tunnel to Towers Foundation. He has held leadership positions such as president of Chapter 252 of the Federal Managers Association and served on the board of directors for the Federal and Military Section of the International Association of Fire Chiefs, while also being active in the ICMA, American Association of Municipal Executives, and the Texas City Management Association.
In light of his impressive contributions, Mr. McGuire has been honored with three Army Achievement Medals for Civilian Service, three Commanders Awards for Civilian Service, Fire Officer of the Year, and the Superior Civilian Service Award. He has also been awarded the Armed Forces Civilian Service Medal, the Armed Forces Humanitarian Assistance Medal, and has been recognized as a Dean’s List Scholar. He laid a solid educational foundation for these successes, earning a Bachelor of Science in management from Bellevue University in 2004, followed by a Master of Arts in executive leadership from Liberty University in 2018. Additionally, he holds certifications in executive leadership and management from Mendoza College of Business, University of Notre Dame, and has completed the basic economic development course at TEDC in 2022. His professional development also includes certifications as an emergency management specialist from NASP, certified homeland security professional from The American College of Forensic Examiners Institute, and various emergency management courses through FEMA and Texas A&M Engineering Extension Service.
