Rudy Cruz Jr., city representative and mayor pro tempore of Ysleta del Sur Pueblo, has been recognized by Marquis Who’s Who Top Executives for dedication, achievements, and leadership in civil service.

Mr. Cruz, an experienced and dedicated civil service leader of more than a decade, has been serving as the city representative for the city of Socorro, Texas, since 2021 and is actively serving as the mayor pro tempore. Preparing to take office in early 2025, he will take over responsibilities for incumbent Ivy Avalos by representing the second-largest municipality in El Paso County. Besides his work in local government, Mr. Cruz has been managing farm operations for his tribe, which encompasses 75,000 acres of land used for growing salsa and cattle ranching. Earlier in his career, he served as the general manager for his tribe and as a government contracting business owned by the tribe under the 8(a) program. He also worked in law enforcement as an officer of the Texas Department of Criminal Justice.

A graduate of the University of Texas at El Paso, Mr. Cruz received an associate of arts in 2006. He also completed coursework toward a bachelor’s degree in education. His civic commitments include serving as the Mission Trail Alliance’s chairperson since 2023 and member of the El Paso Chamber of Commerce’s community advisory committee, serving on the El Paso Metropolitan Planning Organization board, and giving back to worthy causes for underserved communities.

Mr. Cruz’s most notable achievement was winning and holding office as a Native American in his community, an area that has been underrepresented politically. It is particularly significant because he has been able to represent a population outside of their reservation. Additionally, he was recognized with the Native American 40 Under 40 Award in 2019 and was featured in the Border Heritage Magazine in 2024. Mr. Cruz aims to earn additional leading positions with hopes of eventually serving in the United States Congress, driven by his desire to advocate for his community and tribe and the indigenous populations statewide.
