Mr. Porr, a leader in government administration, joined the California Department of Transportation (Caltrans) in 2007. Initially serving for 11 years in District field construction engineering duties on the central coast, he rose to become the statewide partnering program manager and acting assistant chief engineer before becoming the office chief in the Office of Performance and Innovation from 2021 to 2024. Today, Mr. Porr is a program director responsible for managing multidisciplinary teams to develop statewide goals and standards for infrastructure projects. He leads the Caltrans Building Information Modeling for Infrastructure (BIM4I) Program, focusing on innovative project delivery methods. Among other responsibilities, Mr. Porr is actively engaged in applying innovative tools, practices, and processes both in the office and the field to improve project design deliverables, make construction projects safer and more efficient, and improving the data available for long-term asset lifecycle management.

Before joining Caltrans, Mr. Porr was a carpenter with Gerald Porr Construction from 1999 to 2007, which was where he built his love of the construction and engineering world and foundational to his dedication to public service within Caltrans. A graduate of The Ohio State University, he has held a Bachelor of Science in civil engineering since 2007.

Mr. Porr’s career is a testament to his passion for positively impacting infrastructure and community services. He also values continuous improvement and strives to leave a better legacy for future generations through his work. His career earned him recognition from Caltrans in 2017 with a Superior Accomplishment Award. This accolade was presented to Mr. Porr for his engineering coordination and work with contractors to quickly reopen major corridors affected by landslides due to the series of serious storms that took place that year. As he prepares for the future, he intends to lead substantial changes in how public infrastructure is delivered and managed. His latest role will enable him to focus on making a more meaningful impact and necessary improvements. This is a role aptly suited for him as his personal mission and just cause is “to build a world where innovation connects and serves communities and leaves the world a little better every day.”
