Ms. Soto, distinguished for her hard work and dedication, is the founder and chief executive officer of Julissa Soto Latino Health Equity Consulting, a company she founded in 2020 to advocate for the Latino population in the United States. Through her firm, she provides comprehensive services in advocacy, community engagement, consulting, training and education to advance health equity. In this capacity, Ms. Soto focuses on equity when nonprofit and government agencies apply for funding through the Office of Health Equity. She also reviews grant applications and strives to ensure policies and procedures are established for working individuals within the community. Based in Denver, Ms. Soto has become highly regarded for her tireless advocacy work regarding health equity.

Beyond her work at Julissa Soto Latino Health Equity Consulting, Ms. Soto has been serving on the Colorado Department of Public Health’s health equity commission and leading as the diversity, equity and Inclusion co-chair of the Regional Accountable Entity (RAE) Program Improvement Advisory Committee.

A native of Mexico, Ms. Soto later studied at Emory University in Atlanta, where she received a Master of Public Health in 2012. In addition to her education, she has been affiliated with numerous professional and civic organizations and committees to help her remain at the forefront of her field. She is active in the Denver Guild of the Catholic Medical Association, the National Hispanic Medical Association, the National Association of Community Health Workers, and the Kansas Community Health Worker Coalition. Ms. Soto is also involved with the immunization workgroup through the National Association of County and City Health Officials, has been instrumental on the national coalition conference planning committee for the Conference for Immunization Coalitions and Partnerships, and has served on the policy and finance ambassador team for the Colorado Department of Health Care Policy and Financing.

Among other noteworthy roles within her community, Ms. Soto engages with the suicide prevention commission through the Colorado Department of Public Health and Environment. She is also a behavioral health equity steering committee member of the U.S. Substance Abuse and Mental Health Services Administration. Moreover, Ms. Soto has served as the vice president of the U.S. Hispanic Chamber of Commerce.

One of Ms. Soto’s most notable achievements in this sector was advancing equity in Colorado by helping undocumented children and pregnant women qualify for Medicaid. She actively advocated for this necessary change, which she considers one of her greatest successes. Ms. Soto was also highly influential in helping the Latino population become vaccinated during the COVID-19 pandemic. In light of her tireless efforts, she was recognized by Colorado Governor Jared Polis when he proclaimed September 20th as “Julissa Soto Dayin 2021. Ms. Soto has also been featured in numerous notable publications, like NPR, Time Magazine and Hispanic Executive, and was chronicled in a documentary called “Mexicanos Exitosos,” which aired in Mexico and Spain.

Among a myriad of other accolades Ms. Soto has received over the past two decades, she was the recipient of an Excellence in the Promotion of Health Equity Award from the Colorado Public Health Association in 2022, was named Immunization Neighborhood Immunization Champion at the National Adult and Influenza Immunization Summit in 2023, and was named as the Disruptor of the Year by the African Chamber of Commerce in Colorado in 2024. Eager to continue advocating and witnessing progress, Ms. Soto envisions a world where everyone has free access to a comprehensive health care system regardless of circumstances.
